Need ID for page / panels

I tried posting this on r/manga FIVE TIMES and got auto-deleted all five times. What an utter mess… Sorry, I don't know where else to go to ask this.

Trying to track it down for an artist who is asking about it. I provided this reference panel for an art project they worked on for me, but when he asked me where it's from, I honestly had no clue. I had found it randomly, months ago, in a Google images search, when looking for references for them.

If you happen to know the context of what's happening in this panel and how it relates (tldr version is fine) to the overall story it's attached to, that would be very helpful, too. No worry about spoilers, etc.
