1988年，機動警察PATLABOR的舊OVA系列廣受好評，於是第二年就由押井守帶領團隊製作推出了這部電影版。影片以電腦病毒犯罪這個有前瞻性的主題作為中心，探討了關於個人價值、社會製度的許多問題，具有相當的深度，在現今看來也不乏啟迪。
